Coalition Letter Calling for Implementation of the Emergency Stopgap USCIS Stabilization Act provisions
Published
The American Immigration Council and 13 other organizations wrote a letter urging U.S. Citizenship and Immigration Services (USCIS) to implement the provisions of the Emergency Stopgap USCIS Stabilization Act that authorizes USCIS to expand premium processing to additional form types and to ensure the agency remains solvent while efficiently and effectively adjudicating all immigration benefit applications and petitions. The letter follows up on a previous letter sent to the agency on March 1, 2021 with recommendations on how to implement the legislation. In particular, this follow-up coalition letterasked USCIS to:
- Provide a five-year plan including a strategy to improve processing times and establish electronic filing, payment, and correspondence, which was required no later than March 2021 by H.R. 8337: Continuing Appropriations Act, 2021 and Other Extensions Act;
- Provide Congress and the public with an expenditure plan for funds received as part of H.R. 5305, the Extending Government Funding and Delivering Emergency Assistance Act, which was required no later than September 30, 2021 by that legislation; and
- Swiftly implement the expansion of premium processing upon the publication to the Federal Register of the final rule “Adjustment to Premium Processing," which is currently pending review by the Office of Information and Regulatory Affairs (OIRA).
Help us fight for immigration justice!
The research is clear – immigrants are more likely to win their cases with a lawyer by their side. But very few can get attorneys.

Immigration Justice Campaign is an initiative of American Immigration Council and American Immigration Lawyers Association. The mission is to increase free legal services for immigrants navigating our complicated immigration system and leverage the voices and experiences of those most directly impacted by our country’s immigration policies to inform legal and advocacy strategies. We bring together a broad network of volunteers who provide legal assistance and advocate for due process for immigrants with a humane approach that includes universal legal representation and other community-based support for individuals during their immigration cases.
